Announcement: SingCham Shanghai Formation
On 13 October 2018, the SingCham Shanghai Formation Meeting was held. The meeting was attended by 54 Corporate and Individual members. DCG Liew Li Lin, Mr Desmond Tay, Commercial Advisor & Elections Committee Chairman, Mr Sim Shi Kai, Singapore Consulate-General in Shanghai Representation, Ms Shelly Yeo, Overseas Singaporean Unit Representation, Ms Linda Qiao, Rajah & Tann Legal Representation, Dr Koh Hau Tek, SingCham HQ EXCO Representation, and Mr Marc Dragon, SingCham Shanghai Pro Tem Committee Chairman, also witnessed the meeting.
To start, Mr Marc Dragon, SingCham Shanghai Pro Tem Committee Chairman, welcomed all attendees to the meeting. He noted that the formation of SingCham Shanghai will allow Singaporeans in Shanghai to leverage on more integrated connections with other Singaporeans in China, which unify our voices and strengths as one Singaporean business community in China.
Following that, Commercial Advisor and Elections Committee Chairman, Mr Desmond Tay, clarified some questions that have recently surfaced in his 5-point address and emphasised, as Enterprise Singapore's representative and the new SingCham Shanghai's Commercial Advisor, Enterprise Singapore's keenness to work and partner with overseas Singapore business associations.
All 17 EXCO Members then took turns to deliver a self-introduction and personal intent statement to the audience. A Q&A Session by the Pro Tem Committee represented by Mr Marc Dragon, Mr Kent Lau, and MrJeriel Tan, and SingCham HQ EXCO represented by Dr Koh Hau Tek, moderated by Desmond Tay came after.
To close the meeting, DCG Liew remarked she was delighted to be able to witness the formation of SingCham Shanghai, and thanked all 17 EXCO members for stepping forward to serve the community. She assured the audience of the Consulate-General’s commitment to support the newly-formed Chapter and the Singaporean community in Shanghai.
Finally, Mr Marc Dragon informed the audience that the newly-formed Chapter’s Chairman will be elected at the EXCO Appointment Meeting immediately after this Meeting. All programs will continue undisrupted as SSBA transitions into SingCham Shanghai. SSBA’s dissolution will be conducted constitutionally with an EGM in the next few months. SingCham Shanghai's launch ceremony officiated by Min Chan Chun Sing will be held on 5 November 2018.
With no other matter arising, the Meeting was concluded and all adjourned to a networking dinner.
After the Formation Meeting, the EXCO had their first meeting - the EXCO Appointment Meeting, which was witnessed by Mr Desmond Tay, Commercial Advisor & Elections Committee Chairman, Mr Sim Shi Kai, Singapore Consulate-General in Shanghai Representation, Ms Linda Qiao, Legal Representation, Dr Koh Hau Tek, SingCham HQ EXCO Representation, and Mr Marc Dragon, SingCham Shanghai Pro Tem Committee Chairman. At the meeting, the EXCO elected the following:

- Secretary-General: Mr Kent Lau
- Treasurer: Mr Tan Eng Han
After the meetings, the minutes of both meetings were submitted to and accepted by SingCham.
With the approval of the Management Committee of SingCham on 21 Oct 2018, SingCham Shanghai is now formally established.
SingCham Shanghai is a chapter of the Singapore Chamber of Commerce and Industry in China (SingCham), with a mission to champion the interests of Singaporean business community in Shanghai. It is the de-facto platform for business and social activities for Singaporeans, Singaporean companies, and affiliated network in Shanghai. SingCham Shanghai is evolved from Shanghai Singapore Business Association (SSBA) with a 20-year history of serving the Singaporean business community in Shanghai.
Headquartered in Beijing with nine Chapters across China, SingCham is a non-profit organisation supported by the Embassy of the Republic of Singapore to People's Republic of China and Enterprise Singapore, to promote Singapore's interest and expand economic relations between Singapore and China, and to facilitate business and economic exchanges between its members and the relevant Chinese authorities, enterprises and institutions, and amongst Singapore firms with business interests in China.
